With the current legislative biennium ending next week, here are some key dates to keep in mind:
- August 31 - Last day for any bill (with certain exceptions) to be passed (Cal. Const. Art. IV, § 10(c), Joint Rule (J.R.) 61(b)(17)).
Final Recess begins on adjournment (J.R. 51(b)(3)). - September 30 - Last day for Governor to sign or veto bills passed by the Legislature before September 1 and in the Governor’s possession on or after September 1 (Cal. Const. Art. IV, §10(b)(2)).
- October 2 -Bills, with certain exceptions, enacted on or before this date take effect January 1, 2011 (Cal. Const. Art. IV, § 8(c))
At the end of a session, the legislature often completely dispenses with notions of public notice and input by gutting and amending bills (see my July 1 post on this subject). This makes it impossible for "οἱ πολλοί" to participate in the legislative process.
